Meta Ads vs Google Ads: Where Should Your Budget Go?

Meta Ads vs Google Ads for Pakistani businesses: how each platform works, which suits your goals, and how to split and test your ad budget.

Side-by-side comparison of Meta Ads and Google Ads for choosing an advertising budget

"Should we run Meta Ads or Google Ads?" is one of the first questions Pakistani business owners ask when they start paid advertising. The honest answer is that it depends on how your customers buy.

Meta Ads (Facebook, Instagram, Messenger and ads that open WhatsApp) put your business in front of people while they scroll. Google Ads put you in front of people while they search. One creates demand, the other captures it.

This guide compares Meta Ads vs Google Ads side by side, shows which fits different Pakistani businesses, and gives you a simple way to test both without wasting budget.

The core difference: intent vs discovery

Google Ads is mainly an intent platform. Someone types "AC repair in Lahore" or "school management software", and your ad appears because of that search. The person already has a need.

Meta Ads is mainly a discovery platform. Nobody opens Instagram to look for a dentist. Your ad reaches people based on their interests, behaviour, location and similarity to your existing customers, before they started looking.

That single difference shapes everything else:

  • On Google, keywords and landing pages do most of the work.
  • On Meta, the creative (image, video and hook) does most of the work.
  • Google usually gives fewer, warmer leads. Meta usually gives more, cooler leads that need follow-up.

How each platform decides who sees your ad

Both platforms run auctions, but they weigh different things.

Google Ads

Google explains that its ad auction considers your bid, the quality of your ad and landing page, the expected impact of assets such as sitelinks and call buttons, and the context of the search, including location, device and time. A more relevant ad can beat a higher bid.

In Pakistan, Google's reach on search is hard to match. StatCounter put Google's search engine market share in Pakistan at 97.11 percent in August 2026.

Meta Ads

Meta's ad auction also looks beyond the bid. It considers the advertiser's bid, the estimated chance that a person takes the action you optimize for, and ad quality. Meta's delivery system then learns who responds best.

Reach is large too. DataReportal's Digital 2026: Pakistan report lists 52.9 million Facebook users and 22.4 million Instagram users in Pakistan in late 2025, based on ad reach data.

Meta Ads vs Google Ads: side-by-side comparison

Factor Google Ads Meta Ads
User mindset Actively searching for a solution Scrolling, not looking to buy yet
Main targeting lever Keywords and search intent Audiences, interests and lookalikes
What drives results Keyword choice, ad relevance, landing page Creative, offer and hook
Typical lead temperature Warmer, closer to buying Cooler, needs nurturing
Visual formats Text on Search, plus YouTube and Display Images, videos, Reels, carousels, Stories
Messaging Call assets and, where available, message assets Ads that click to WhatsApp, Messenger or Instagram Direct
Best at Capturing existing demand Creating demand and retargeting
Weak spot Little reach if nobody searches for your product Lower intent, so lead quality varies

Neither column is "better". They answer different questions.

When Google Ads is the better starting point

Start with Google Ads when people already search for what you sell. Typical examples in Pakistan:

  • Emergency and urgent services: plumbers, locksmiths, car recovery, pest control.
  • High-intent local services: clinics, lawyers, driving schools, solar installers.
  • B2B services and software, where buyers compare suppliers on Google.
  • Products with clear model names or specifications that people search for.

Quick test: open Google, type what a customer would type and see whether competitors are advertising. If they are, demand usually exists. Google's Keyword Planner can then show you estimated search volume for your area.

When Meta Ads is the better starting point

Start with Meta Ads when your product is visual, impulse-friendly or new enough that people do not search for it yet. Typical examples:

  • Fashion, jewellery, home decor and beauty products.
  • Restaurants, cafes and food delivery brands.
  • Events, courses and admissions campaigns.
  • New products that solve a problem people have not named yet.

Meta also has an advantage for WhatsApp-first businesses. Meta lets you create ads that click to WhatsApp, so a tap opens a chat with your business. For many Pakistani customers, sending a WhatsApp message feels easier than filling in a form.

The catch is follow-up. Meta leads cool down quickly, so reply fast and qualify them. Our guide to the WhatsApp Business API explains how automation can help.

How to split your budget

If you can afford both, do not split 50/50 on day one. Use a phased approach instead.

  1. Start where intent is strongest. If people search for your service, put most of the first month's test budget into Google Search. If not, start with Meta.
  2. Set up tracking before spending. Both platforms need conversion tracking to optimize. On Meta, that means the Meta Pixel and ideally the Conversions API. On Google, it means Google Ads conversion tracking.
  3. Run the test long enough. Give each campaign enough time and spend to collect meaningful conversion data before you judge it.
  4. Compare cost per qualified lead, not cost per click. A cheap Meta lead that never picks up the phone costs more than a pricier Google lead that becomes a customer.
  5. Add the second platform for a different job. For example, use Google Search to capture demand and Meta to retarget website visitors and build awareness.

We do not give a fixed "minimum budget" for Pakistan. Costs depend on your industry, competition, city, season and how good your ads and landing pages are. What matters more is choosing a budget you can sustain long enough to learn from.

Using both together: a simple full-funnel setup

Many growing businesses end up using both platforms, each for what it does best.

  • Awareness (Meta): short videos and Reels that introduce the problem you solve.
  • Consideration (Meta and YouTube): testimonials, demos and FAQs shown to people who engaged.
  • Intent (Google Search): ads for people actively searching your service or brand name.
  • Conversion (both): retargeting ads to people who visited your site or started a chat but did not buy.

Meta ads often increase brand searches on Google. When you run both, watch your branded search volume and direct WhatsApp enquiries, not only the numbers inside each ads dashboard.

Mistakes to avoid when choosing a platform

  • Picking a platform because a competitor uses it, without checking whether customers search for your product.
  • Running Meta Ads with boosted posts only, instead of campaigns built around a clear objective.
  • Sending Google Ads traffic to a homepage instead of a focused landing page.
  • Judging platforms on clicks or likes instead of leads and sales.
  • Launching without conversion tracking, so neither platform can optimize.
  • Letting WhatsApp and form leads sit unanswered for hours.

Frequently asked questions

Is Google Ads more expensive than Meta Ads?

It depends on your industry and competition. Search clicks in competitive industries can be expensive because searchers show strong intent, while Meta clicks can be cheaper but less ready to buy. Either way, cost per click is the wrong comparison. Compare cost per qualified lead and cost per sale for your business.

Can a small business in Pakistan run both?

Yes, but start with one platform, make it profitable and then add the second. Spreading a small budget thinly across both usually slows learning on each.

Which platform works better for ecommerce?

Many online stores use Meta for discovery and Google Search or Shopping to capture people searching for specific products. Test both with proper purchase tracking.

Which is better for B2B companies?

Google Search is often the stronger starting point for B2B, because buyers search for suppliers. Meta can still support awareness and retargeting. For B2B, also consider LinkedIn.
